Princes Court Homes and retirement village in Mildura is governed by a voluntary board of management. Board directors are often specialists within their field of work, creating a strong skills-based team that can react positively to the many changing scenarios faced by the organisation.

Steve Fumberger

Chair

Steve has been employed with North West Victorian Ambulance Service since 1981 where he progressed clinically to the standard of MICA Paramedic and for last 13 years as the Area Manager for the Northern Mallee District based out of Mildura. He holds a Diploma in Management and Project Management and a Graduate Diploma in Emergency Health.

Steve has been actively involved with most community sports and is a life member of the South Mildura Football & Netball Club and currently the President of the Mildura Golf Club.

Steve brings a range of business and clinical experience to the Board. He has worked closely with regional hospitals and health services throughout his Ambulance career and wishes to continue to see the health sectors provide effective and efficient services to our communities.

PETER HARTMANN

Deputy Chair
Peter is a partner in Southern Cross Business Advisors (SCBA), a local taxation and advisory service to small and medium size business.
Peter grew up in Mildura and after completing his university studies, worked for a chartered accounting firm in Melbourne. He returned to Mildura in 1995 and has been a Partner in SCBA since 2005.
Peter is an active community member as an AFL Regional Commissioner and Chairman of the Settlers Junior Cricket Club. He is a Life Member of the Bambill Football Club, the Millewa Football League and the Sunraysia Mallee Ethnic Communities Council. Peter has been a PCH board member since September 2017.

LYN HEAYSMAN

Director

Lyn’s commitment to her community is reflected over 30 years of experience, in holding several not for profit Director positions during that time. Lyn is an experienced Financial Adviser with over 25 years in the business. Lyn has furthered her education by completing her masters in applied Finance as well as attending leadership courses in Cambridge, England and Philadelphia USA. Lyn joined the Board as a Director on 1 October 2013

TONY HICKEY

Director
Tony is a Partner in Findex/Crowe Horwath Mildura and has over 30 years’ experience in the public practice and the agribusiness industry. He has a Bachelor of Agricultural Science (Economics) and is a Member of the Institute of Management Consultants.
Tony’s passion is helping clients to achieve their business, financial and personal goals. Tony works with clients from a range of industries, particularly those relating to the horticultural, broad acre, cropping /livestock, aged care, solar, manufacturing, water, and viticulture industries.
A proud Sunraysia resident with strong family, professional and sporting ties in the region provides Tony with an understanding of the key issues facing regional people and their businesses.

STEVEN MORRIS

Director

Steven is a Principal Lawyer at Holcroft Lawyers, is the president of the North West Victorian Law Association, and holds a Bachelor of Laws and Legal Practice and a Bachelor of Commerce (Finance). Steven undertakes work in a range of areas including Wills & Estates, Family Law, Commercial and Litigation.

Prior to transitioning to law, Steven worked as a qualified chef and restaurateur throughout Australia for over 15 years.

sue watson

Director

Sue is an Acccredited Mental Health Social Worker in private practice.  She has previously worked in the communities of Robinvale, Ouyen, Dareton, Mildura and Buronga in various roles over the years.  

Sue holds a Bachelor and Master of Social Work and an MBA.  She updates her skills annually and enjoys her time off with family, friends and working in the newly acquired shed.

TROY BAILEY

Director

Troy joins the Princes Court Board with over 35 years of experience in health service leadership and digital transformation. A seasoned professional in managing large-scale ICT projects, Troy has delivered innovative solutions in hospitals, community health services, and regional healthcare systems. His expertise includes project planning, digital health strategy, and integrating technology to improve patient care and operational efficiency.

Passionate about using innovation to enhance aged care, Troy’s leadership will drive advancements in digital systems to support Princes Court’s commitment to excellence in care. Troy is also deeply engaged in community initiatives, volunteering at local health and charity events.

Narelle Heard

Director

Narelle brings 14 years of board-level experience to the Princes Court Board, including being Chair of the Mallee Catchment Management Authority Board. She has a strong background in governance, strategy, financial management, and investment portfolio oversight. A Certified Practising Accountant (CPA) with a Bachelor of Commerce in Accounting and Finance and experienced company secretary, Narelle has driven organisational growth and led strategic transformations across not-for-profit and regional organisations.

Her expertise in risk management, asset planning, and cultural change aligns with Princes Court’s focus on excellence in care. A graduate of the Australian Institute of Company Directors, Narelle is passionate about supporting sustainable innovation and delivering meaningful outcomes for the Mildura community. She is a member of the Australian Society of Certified Practising Accountants, the Australian Institute of Company Directors, and Board Direction.

IAN STEWART

Director

Ian was born and raised in the Mildura region, where he both studied and worked in the horticulture sector for a decade. Since 2004, he has pursued further study and built his career in civil construction, public-sector infrastructure, engineering, project management and leadership.

With extensive experience in organisational leadership and capability development, Ian joined Arch Project Group (which also incorporates Mallee Timber Hardware and The Cabin Group) in 2024 as Capability Manager.

Ian has a strong commitment to local community leadership and governance. He is a graduate of the Northern Mallee Leaders Program and the Governance Institute of Australia and currently serves as a Director of Trinity Lutheran College. A practising Christian, Ian is also actively involved in several churches across the district.

LAKSHMI REGHUNATH

Director

Lakshmi brings over 15 years of aged care executive leadership and clinical expertise to the Board. A Registered Nurse by profession, Lakshmi has dedicated her career to the aged care sector, moving from frontline clinical excellence to the highest levels of organizational management.

Throughout her distinguished career, she has held pivotal roles including Clinical Director, Director of Nursing, and Facility Manager. Her deep operational knowledge transitioned into executive governance as she served as Deputy CEO and ultimately CEO of Jacaranda Village. Lakshmi’s unique perspective bridges the gap between complex regulatory compliance and the delivery of compassionate, person-centered care. Lakshmi offers the Board a rare combination of clinical “on-the-ground” insight and high-level corporate strategy. Her career is defined by a dedication to service quality, regulatory compliance, and transformative leadership within the aged care sector.
